Résumé : Le droit à l’information, droit fondamental et consubstantiel à l’exercice de la citoyenneté, est resté pendant longtemps dans une négligence assourdissante. Aujourd’hui, il fait l’objet d’une actualité et d’une vitalité suscitées par les facteurs tels que les transformations numériques. On observe partout sur le continent africain une revendication du droit à l’information. Tel qu’il est modelé par le numérique, le droit à l’information redéfinit les perspectives de l’exercice de la citoyenneté. Il la rend plus dynamique et participative. Cela requiert un accès à l’information qui favorise l’expression politique du citoyen. Dans le même temps, la libéralisation de l’information qui est le fondement de tout ceci confère au citoyen un pouvoir de surveillance sur la gouvernance, obligeant les gouvernants à changer de paradigme de gestion, pour se tourner vers la recherche de la performance.

Abstract : The right to information, a fundamental right inherent to the exercise of citizenship, has long been deafeningly neglected. Today, it is experiencing a resurgence and vitality fueled by factors such as digital transformation. Across the African continent, there is a growing demand for the right to information. As shaped by digital technology, the right to information is redefining the prospects for exercising citizenship, making it more dynamic and participatory. This requires access to information that fosters citizens’ political expression. At the same time, the liberalization of information, which is the foundation of all this, empowers citizens to monitor governance, compelling those in power to shift their management paradigm towards performance.
