Résumé:

La révolution numérique imprime une nouvelle dynamique au droit administratif et ouvre une ère de rénovation du régime de publicité des actes administratifs unilatéraux. Les modalités classiques de publicité au Sénégal, caractérisées par leur obsolescence, sont partiellement modernisées à travers la consécration du principe d’égalité entre le support papier et le support numérique du journal officiel accompagnée du principe d’uniformisation de la date d’entrée en vigueur des actes publiés.  Cette modernisation qui concerne un périmètre limité des actes administratifs, notamment ceux qui sont pris par les autorités centrales, est loin d’être achevée en ce qu’elle n’intègre pas une bonne partie des actes explicites et l’intégralité des actes implicites.  Le Sénégal qui fait partie des premiers États à entreprendre ce processus pourrait être amené à exploiter davantage les opportunités du numérique, lesquelles cachent de nombreux défis.

                                                         Abstract

The digital revolution imparts a new dynamic to administrative law and opens an era of renovation of the system of publication of unilateral administrative acts. The classic methods of advertising in Senegal, characterized by their obsolescence, are partially modernized through the consecration of the principle of equality between the paper medium and the digital medium of the official journal which accompanies the principle of standardization of the date of entry into force of the published acts. This modernization, which concerns a limited scope of administrative acts, in particular those taken by the central authorities, is far from complete in that it does not include a large part of the explicit acts and all of the implicit acts. Senegal, which is one of the first States to undertake this process, could be led to further exploit digital opportunities, which hide many challenges.
