RESUME :

Le vent de démocratisation qui a soufflé sur le Cameroun au début de la décennie 90 n’a pas épargné la fonction publique. Le principe hiérarchique qui constitue la pierre angulaire du fonctionnement de l’Administration s’est considérablement assoupli. Désormais, le fonctionnaire participe par le biais de ses représentants, à la gestion de sa carrière. Ce droit lui est reconnu aussi bien par les textes juridiques internationaux que nationaux, et est mis en œuvre par les conseils et commissions. Mais sa concrétisation demeure encore problématique. Finalement, se pose la question de son effectivité.

ABSTRACT :

The wave of democratization that swept through Cameroon in the early 1990s did not spare the civil service. The hierarchical principle that forms the cornerstone of the administration’s functioning has been considerably relaxed. Civil servants now participate, through their representatives, in managing their careers. This right is recognized by both international and national legal texts and is implemented by councils and commissions. However, its practical application remains problematic. Ultimately, the question of effective implementation arises.
