Résumé
La science politique africaniste s’est pendant longtemps focalisée sur une démarche en termes de sociologie politique abordant notamment les dynamiques de l’État post-colonial. Depuis une trentaine d’années a émergé une littérature sur l’action publique à partir des terrains africains. Toutefois, si cette « science de l’État au concret » renouvelle l’analyse de la politique en Afrique, elle ne mobilise pas suffisamment les savoirs accumulés dans la sociologie de l’État. Cet article s’inscrit dans le sillage des réflexions visant à combler cette lacune et s’appuie sur le concept de néo-patrimonialisme, un des paradigmes dominants de la sociologie de l’État en Afrique. L’article montre d’abord dans quelle mesure ce concept, malgré les controverses épistémologiques qu’il a suscitées, garde un potentiel heuristique qui autorise son usage dans la recherche empirique. Il montre ensuite comment ce concept peut servir de cadre théorique pour analyser la fabrique et la mise en œuvre de l’action publique. En définitive, cette réflexion contribue à la synergie théorique entre la sociologie de l’État et l’analyse de l’action publique en Afrique.

Abstract
Africanist political science has long focused on a political sociology approach, particularly addressing the dynamics of the postcolonial state. Over the past thirty years, a body of literature on public policy has emerged from African contexts. However, while this “science of the state in practice” renews the analysis of politics in Africa, it does not sufficiently draw upon the accumulated knowledge of the sociology of the state. This article follows in the footsteps of reflections aimed at filling this gap and relies on the concept of neo-patrimonialism, one of the dominant paradigms in the sociology of the state in Africa. The article first demonstrates to what extent this concept, despite the epistemological controversies it has generated, retains a heuristic potential that allows its use in empirical research. It then shows how this concept can serve as a theoretical framework for analyzing the development and implementation of public policy. Ultimately, this reflection contributes to the theoretical synergy between the sociology of the state and the analysis of public action in Africa.
